The representative body of the local government — the Municipal Council — has been functioning since 1997. By the results of March 1, 2011 elections, a new staff filled the 4th convocation (of 22 delegates: 13 — from United Russia, 5 from Just Russia, 4 from the Communist Party, and 2 independent candidates). The Tarkov urban municipal district is lead by the Head (Mayor) of the municipal district. The executive and administrative body of the local government is represented by the local administration of the city of Tarkov.

All traders in Escape from Tarkov (with the exception of Fence) offer items for Barter as opposed to buying the items with money alone.
These trades often allow the player to obtain higher level gear at lower loyalty levels, or to trade a number of cheap items for a more valuable item to be used or sold at a profit.
Most of these valuable trades are heavily limited per trader reset and often disappear (out of stock), so be sure to check in after reset for your favorite trades!

Выживайте и будьте начеку
- В случае гибели, вы теряете все, что взяли с собой в рейд или нашли в нем — а потому готовьте резервные комплекты экипировки, организуйте схроны, используйте защищенные контейнеры и страховку.
- Не забывайте о тщательном уходе за собой, своей экипировкой и оружием. Применяйте нужные лекарства из широкого спектра доступных в нужное время, чтобы не погибнуть и не потерять концентрацию. Ремонтируйте броню, огнестрельное и холодное оружие. Очищайте воду и грамотно распределяйте запасы еды.
- Управление инвентарем производится традиционным образом, с помощью слотов. Настройте свою разгрузку под свои задачи сами, как настоящий профессионал.
- Используйте спецсредства — очки ночного видения, рации и гарнитуры, шлемы и бронежилеты — для получения превосходства над противником.
- Обыскивайте убитых врагов в поисках добычи, которую можно будет использовать или продать.

Strategy
When contact is made with Sanitar and his guards, the player should attempt to kill them without giving them the chance to break-off and heal. As all the guards are heavily armored, have several means of healing themselves, can carry several injectors, damage made by the players may be negated quickly by the guards. As with other Scav Bosses, they carry several grenades and do not shy away from using them, so exercise caution when playing with a group.
While the standard scavs that surround Sanitar are not as dangerous as his guards, they may still pose a threat, sneaking up on players and hitting them in vulnerable locations or distracting the players while Sanitar or his guards flank you. Care should be taken to avoid rushing into a large group of scavs in addition to Sanitar and his men.
If Sanitar spawns in the cottages, they are likely to spawn in the yards and use the bushes as concealment, but will still be able to detect and shoot players through the bushes. As such, players should attempt to close distance as much as possible before getting drawn into an engagement. A frequently observed area of appearance is generally behind the locked cottage, which has the ambulance in the backyard.
In resort, Sanitar usually spawns on the ground floor of either the west or the east wing. Watch out for them camping the hole in the wall entrance of the west wing. When engaged, Sanitar and the guards may choose to rush the player outside, but this happens mainly when you attack him through the two front entrances. The guards were also observed healing outside behind the ground floor of each wing. This seems to happen, when they run away from fights. They may also hide in the open rooms of the ground floor making themselves easy headshot targets from the outside, but use extreme caution as they will shoot back though the windows with superb accuracy. They can be easily spotted if they have a flashlight on the gun, since they generally turn it on while they are inside the resort. Groups of scavs were also observed patrolling Sanitar’s general location. They can be particularly dangerous when the player is spotted, since they tend to do a group rush with slide shooting similar to Shturman’s guards.

Ending a raid with the Missing in Action status will not bring back insured equipped items.
The Missing in Action status can be achieved if:
- You do not extract before the end of the raid
- You die from dehydration
If you do not think you are going to make it to the extraction point in time, you should throw away your insured items.
Non-insured items inside insured containers
- If you insure a with ammunition inside, you will only get the magazine back. In the same fashion, an insured backpack or chest rig with medical items inside will not yield the meds back.
- If an insured container is lost, and contains an uninsured item (for example, a backpack containing a weapon you looted), the uninsured item will not be brought back with the container.
Features[]
To improve the Hideout to operational condition, the first thing the player will need to install is the Power Generator, which consumes fuel. With a lack of fuel, production and regeneration of characteristics will be slowed or disrupted. It should also be noted that the size of the stash will directly depend on the level of Hideout stash. Players with a Limited Edition of the game will receive an upgraded stash size, up to level 4. In addition to the basic modules of the Hideout, the player will be able to install advanced modules that drastically improve living standards and security, accelerate skills leveling, and allow production of unique items and resources. What is worth noticing separately, is a full-fledged shooting range, where the player can test weapons. The Hideout will be an integral part of the game, which will justify all out-of-raid processes that happen to the character — restoring health, stash size, access to services of merchants, and objects research and events in the world of Escape from Tarkov.
Gameplay[]
Scavs are both AI and player controlled characters. All maps begin with Scavs already populating them, and more will arrive in waves throughout the duration of a raid. During one of these spawn waves, player controlled Scavs will join the match. Scavs can spawn with random various pieces of equipment, and even have varying skill levels.
Scav mode
Playing as a Scav is like playing the game without rules, one where the players can experience quite different gameplay with a focus on reckless abandon. The Scav player is spawned together with AI Scavs. For example, the player Scav will spawn part-way through a raid in one of several set spawn points. Scav tactics change up the overall style of raid gameplay, and in most cases, complicating the lives of BEAR and USEC players, while also fighting among themselves.
When you just join a raid as a Scav, you are neutral with all AI Scavs. That means they will not shoot or react in any way. However, if you attack a Scav (Does not matter if AI or player) you become a «traitor» and all AI Scavs nearby will become hostile. Note: You won’t become a traitor if you attack or kill a player Scav who attacked you first, or was already marked as a traitor to nearby AI Scavs.
Upgrading the Intelligence center in your Hideout will allow you to reduce the cooldown timer for your Scav mode.
- Level 1 Intelligence center: Scav cooldown timer -15%
- Level 3 Intelligence center: Scav cooldown timer additional -20% (-35% in total)
The most important thing about playing as Scav is that if you get killed in the raid, you will not lose anything from your main character’s possessions, and if you survive, you can add whatever you looted to your stash. In other words, this is an alternative way to find and save items and to take part in combat, but without the risk of losing everything brought into the Raid.
Your Scav character is levelled up separately from your main PMC character. The levels carry over between raids, even though the names imply different persons.
Your Scav-level can’t be seen in the statistics if you’re off-Raid, but if you are in a Scav-run you can check your level and skills by open the inventory and switch to the tab «Skills».
Karma (Fence standing)
As of patch 0.12.11.0.13074 a system was implemented to reward cooperation between player scavs rather than shooting each other on sight. Your current «karma» can be found as Fence trader reputation.
Killing AI Scavs, player Scavs, Bosses and their bodyguards (as a player Scav) will lower your karma, while using cooperation extracts (where a PMC and a player Scav need to use the extract at the same time), car extracts (PMC only), killing PMCs, and most importantly killing Scavs who have killed or attacked another Scav (or boss or his bodyguards) unprovoked will increase your karma. Killing Raiders doesn’t carry any punishment.
Players with higher Fence reputation will generally spawn with better gear and more valuable items, such as a TerraGroup Labs access keycard. On the other hand, players with low Fence reputation will spawn with worse equipment and AI Scavs will be violent to them on sight.
Once you reach 6.0 standing with Fence, you’ll unlock his LL4 which in turn allows you to buy uninsured gear lost by other players.
Strategy
- Generally avoid shooting AI Scavs, as they are useful for early warning against PMCs, do not contain a lot of loot and you’ll receive increasing penalty to your Fence standing, but only if you are a player Scav. Maps like Factory are quite friendly to Scav runs, as the local AI Scavs start out friendly.
- Similarly avoid shooting player Scavs as you will also lose your Fence standing unless they hit (not just shot at) you first.
- Scav Raiders and Bosses can be aggressive. Either avoid them or kill them, if they hit you first(!).
- In addition to picking up loose items, go to high traffic areas and look for PMC bodies. Players may leave the bodies behind due to time constraints, injury, or weight, allowing you to take the leftovers of the loot. Also, search for hidden gear, since group players tend to stash their friends’ gear for insurance.
- When you are short on equipment, do Scav runs whenever possible. There is no risk to the player’s PMC character or stashed equipment.

Dealers[]
- The pillars of commerce in the ruined, beleaguered Norvinsk. Each dealer specializes in a particular category of goods, be they military gear, weapons, or meds. While their prices are typically steep, you get what you pay for — and more importantly, you can build reputation with each dealer through Quests, to reduce the commission they receive (additional markup you pay on sales and purchases), receive better offers in general, and so on.
- Dealers also offer additional services, such as repairs and insurance (allowing you to recover your gear in case of death during a raid).

Industry and transport[]
The city hosts several industries: The Tarkov Instruments factory, the Bakery, the Salut sewing factory, Information Satellite Systems JSC, Granit-M chemical plant No. 16
The internal city public transport includes buses and minibuses of the Tarkov motor pool (a branch of «Pitergortrans») and the commercial minibuses. The internal city routes of the Tarkov motor pool have their own numeric system, independent from St. Petersburg of Sestroretsk.
A major part of the long-distance commuting is directed to St. Petersburg, Sestroretsk and Norvinsk and divided by four traffic flows:
- Oktyabrskaya railway: trains from the station Kryukovo to Finland railway station and the Metro station «Pl. Lenina”;
- Federal Highway M10 Scandinavia in the Scandinavia section and the A-125 highway: from the central square of Tarkov to the building of the Central Post Office in Saint-Petersburg
- Administrative highway A-141 and Ladozhsky bridge: from the central square of Tarkov to the central square of Norvinsk on the opposite shore of the Norvinsk Bay.
- The Tarkov Port — passenger and freight terminals for various purposes (bulk, container and filler).
Strategy[]
Use the insurance system, even at a low level: There’s always the chance that your killer won’t loot you, or leave it behind as they find better gear. If an AI (Scavs, Raiders or ) kills you, there’s a high chance you’ll get everything back.
Your insurer will contact you a few hours/days later to let you know what came back. You can then claim the items from the messenger tab. If you do not claim them in the available collect time, the insured items will be lost.
A side-effect of insurance is the ability to differentiate your items from looted items. This can be useful when looting a body with the same magazines as yours, but different ammunition that you may not wish to use.
Discarding insured items into an obscure or hidden location can help prevent them from being taken. This makes it more difficult for other players to loot since they will be a lot harder to find if they’re not on your corpse. It’s good to do this when guns or magazines you have insured are out of ammo.

Поведение[]
Штурман и его свита будут сражаться с игроком на большом расстоянии, защищая территорию лесопилки. Они предпочитают держать дистанцию т.к. они не вооружены оружием ближнего боя.
Также они предпочитают занимать позиции между укрытиями и прячутся в окружении. Один из помощников может попытаться обойти и напасть с фланга, пока сам Штурман со вторым телохранителем подавляют огнем сидящего на месте игрока.
Мгновенно обнаруживает игрока, если тот в прицеливании посмотрел на него (даже если не словил босса ровно в перекрестие прицела, а просто посмотрел в его сторону в прицеле). Обнаружение не срабатывает, если прицеливаться с расстояния более 200м.
